MISSION STATEMENT

The mission and purpose of the Paradise Redevelopment Agency is to fulfill the goals and objectives of the adopted Redevelopment Plan - the primary emphasis of which is the economic revitalization of the Downtown and the greater Redevelopment Project Area. This Agency's programs and projects, both current and future, represents the central business, economic, and housing programs for the Town of Paradise.

The Agency's objective is to eliminate the physical and economic blight and deterioration that presently characterizes the Downtown and greater Redevelopment Project Area. The Agency is using a three-pronged strategy to achieve this objective, which is 1) capital projects to improve the public infrastructure (i.e. waste disposal, water and fire flow lines, drainage, traffic control, street lighting, pedestrian sidewalks, pathways and access, streets and roads, public parking, etc.) 2) capital projects and programs to improve the physical appearance of the Downtown and greater Redevelopment Project Area and 3) business and housing partnership/incentive programs that encourage new business start-ups, existing business expansion, business recruitment and relocation, affordable home ownership, affordable multi-family and senior housing, loft­residential housing over commercial businesses in the Downtown, and housing rehabilitation assistance opportunities.

Fiscal Year 2005-06 Accomplishments:

Non-Housing:

  1. Issued the second Tax Allocation Note in October, 2005 that provides the funding for the construction of Paradise Community Park

  2. Retired and paid off interest bearing Loan #3 from the Town of Paradise

  3. Completed the bid specs, plans, bidding, award of contract, groundbreaking ceremony and initiated construction for Paradise Community Park

  4. Completed the Design Review Board approved plans for the facade renovation of the Jeffords Building and submitted them for plan check

  5. Completed the collection & treatment engineering analysis and land inventory analysis with report to Council scheduled in July for the Downtown clustered septic wastewater treatment system

  6. Completed commercial building facade renovations under our facade renovation program for House of Color & Snoop Shoppe and Back-at-the-Ranch

  7. Completed Back-at-the-Ranch's business relocation and expansion to our Downtown under our Business Recruitment & Expansion Assistance Programs
  8. Contractually retained a business representative for the Agency to work with our business community in the Downtown and RDA Project Area to encourage greater participation in our business assistance programs, to facilitate business recruitment, expansion and development within the Project Area, and to provide businesses with a variety of resources that can help them with the development of their businesses

  9. Initiated changes to the New Business Start-up, signage and pole sign replacement programs

  10. Continued to show substantial assessed valuation, property tax increment, and retail sales growth in the RDA Project Area

Housing:

1. Provided $126,000 to Youth For Change towards the Youth for Change/CHIP financed 90-unit affordable housing development planned as part of the Paradise Community Village Project

 2. Established the Agency's Mortgage Assistance Program for qualifying citizens and Town employees or new hires

Fiscal Year 2006/07 Goals

Non Housing:

1.      To complete the construction of Paradise Community Park by the end of October, 2006

2.      To complete the Jefford's Building facade renovation by Fall, 2006

3.      To complete the Skyway/Foster frontage and streetscape improvements by Fall, 2006

4.    To issue a third tax allocation note in Fall, 2006 that will help fund the Pearson Road streetscape improvements from Black Olive to Skyway (Summer, 2007) and the water line improvements associated with the Skyway/Wagstaff signal & intersection project (Summer, 2007)

5.      To complete the land acquisition or first option agreement on desired disposal site, complete environmental review and engineering for the Downtown clustered septic wastewater treatment system

6.      To sell the RDA-owned property on Black Olive & Birch Street (across from the new park) tied to a development agreement for a commercial retail development conducive to and compatible with Paradise Community Park

7.      To develop agreements with private developers to facilitate projects in the Downtown that encourages as well as provides incentives for mixed use (retail on first floor/owner-occupied town homes on 2°d floor) development

8.      To complete a pedestrian safety and traffic calming measures analysis for the Skyway for evaluation by the RDA Advisory Committee with recommendations to the RDA Board of Directors

9. To achieve 3 additional commercial building facade renovations, 2-3 more business recruitments/relocations, 2-3 additional business expansions, and 2-3 more new business start-ups in the RDA Project Area

10.  To continue our campaign to reduce sign clutter, pole signs, banners, billboards, (beyond their allowed period(s)), and sidewalk signs from the Downtown & RDA Project Area

Housing:

1.  To continue support, including further financial matching support, for the the 90-unit affordable housing development slated for the Paradise Community Village Project

2.  To put together a mixed use development (retail/housing) for the Downtown
