The legal requirement prohibiting law enforcement from advising the public of serious and high-risk sex offenders living in a community was brought to national attention in 1994 as a result of the death of Megan Kanka, age 7. On May 17, 1996, President Clinton signed the federal "Megan's Law" which required the release of relevant information to protect the public from sexually violent offenders. This allows public access to information on serious and high-risk sex offenders. Nationwide, 98.4% of the time when police are dispatched for an alarm call, it is false. The Town of Paradise is no different. In 2002, over 90% of our alarm calls were also false. A relatively low number of business and residential addresses generate the vast majority of repeat false alarm calls. False alarms cost the Town of Paradise and its citizens and they take police officers away from actual emergencies. To prevent unnecessary emergency response to false alarms, an ordinance was adopted to encourage all alarm users to maintain the mechanical reliability of and to properly use their alarm equipment. On February 27, 2004, Ordinance No. 410, Alarms Systems, was adopted by the Paradise Town Council by Ordinance No. 410. This ordinance enacted a business and residential alarm code within Paradise Town limits. With passage, the ordinance creates a registration process, provides for fees to be charged for registration of residential and business alarms, and provides for graduated fees for excessive false alarms to encourage improvement in the reliability of alarm systems. The ordinance requires business and residential alarm users to register their systems with the town, pay a $15 registration fee, and a fee for excessive false alarms during each one year period as follows: third alarm $65 each; forth alarm $80 each and five or more alarms - $95 each. Each alarm user will receive two "free" false alarm responses per year. Infrequent severe weather may result in sporadic invalid alarm activations. In such cases, the false alarm fee may be waived. An appeal process is included in the ordinance and will be provided to you in writing if you are assessed a fee for which you believe an exception should be made. There are no exceptions for malfunctioning equipment. The Town has contracted with ATB Services in Colorado Springs, Colorado to work with your alarm company to identify all alarm system users in the Town of Paradise. Once identified, you will receive a registration notice on behalf of the Town from ATB Services. ATB’s notification will provide instructions on how to properly register alarms. All other communications regarding applicable false alarm fees will also be made in writing and will be mailed to you. It would be cost prohibitive for our Town to build, operate, and maintain a false alarm tracking and ticketing system. Therefore, the Town has contracted with a firm (ATB Services) which has expertise in providing this service. This service is provided at no cost to the taxpayers of Paradise. The fee is just $7.00 for a license good for three years, and $3.50 for a three-year renewal. You will not be cited for not having your bike licensed; this is a voluntary, non mandatory program. However, having a license will help assure the return of your bike should it be lost or stolen. These license fees also help pay for the Bicycle Safety Program for Paradise schools. For your convenience, the entire licensing process can be completed through the mail. Just print and fill out this application, and mail it to the address below, along with cash, check or money order for $7.00, made out to the City of Paradise.
