In 1989, Assembly Bill (AB) 939 was passed by the State of California establishing new mandates for local jurisdictions to meet solid waste diversion goals. By 1995 local agencies were to divert 25% of solid waste from being disposed of at the landfill. That percentage rose to 50% in 2000. As of the end of 2008, the Town of Paradise, through intensive community-wide recycling efforts, diverted an average of 56.8% of solid waste from the landfill.
