The Town of Paradise will begin the preparation of its CDBG Annual Plan for Program Year 2012-2013. The Plan establishes priorities and provides information on activities that are funded with the Town’s CDBG allocation. Based on current estimates, approximately $157,935 will be available for the program year. Early this morning, January 23, 2012, 1:30 AM, a report was forwarded to Paradise Public Works officials that the signal at the intersection of Skyway and Pearson Road was not operating correctly. Upon investigating it was determined that there was a malfunction of the left turn lighting. Maintenance personnel were brought in to isolate the problem and perform repairs. Upon arrival it was determined that several things had occurred and that the proper parts were not available for repairs.

The Town of Paradise, as well as most of northern California, had very active weather for the past 5 days. The rainfall totals for Paradise alone was in excess of 10 inches. The National Weather Service has dropped the Hazardous Weather Outlook Statement for our area and the forecast for the next 5 days includes only some light rain and showers between Tuesday, January 24 and Thursday January 26, 2012.

The National Weather Service has issued a Hazardous Weather Outlook Statement warning of the potential for heavy rain over the next seven days. Foothill locations such as Paradise could easily see 6 inches or more of rain in the period from Wednesday into early next week.

The Paradise Town Council is inviting applications for volunteers who live in Paradise to serve on the Tree Advisory Committee. The committee convenes on a needs only basis at the request of the Town Council, Planning Commission or staff and is charged with duties designated and delegated by the Town Council on matters pertaining to the management of tree resources within the town. The committee also serves as a forum for the coordination of tree-related policies, and advises the town on matters referred by Town departments, or by a majority vote of the Planning Commission or the Town Council.

PG&E will be Repairing the Paradise Substation which will impact the power throughout Paradise. Please be prepared to be without service on Saturday, December 10, 2011, starting at 11:45 PM and continuing through Sunday, December 11, 2011 at 4:00 AM, a period of 4.25 hours (weather permitting).
The outage will also affect the signalized intersections in Paradise which will be without power. According to the California Vehicle code, “the driver of any vehicle approaching an intersection which has official traffic control signals that are inoperable shall stop at the intersection, and may proceed with caution when it is safe to do so.”

Notice Inviting Bids
The Town of Paradise will be accepting three separate bids for the following public works projects:
1. HVAC Replacement at Town Hall, Police Department and Vehicle Maintenance, consisting of removal and replacement of eight (8) HVAC units at various locations
2. Fluorescent Lighting Conversion at the Town Hall, Police Department, Fire Station #1, #2 and the Street Maintenance Corporation Yard office, consisting of conversion of a total of one-hundred fifty-five (155) 48” long 2-bulb T12 light fixtures to T-8 light fixtures; and, conversion of four (4) exterior light fixtures to LED at Town Hall.
3. Safety Lighting Conversion at signalized intersections in the Town of Paradise, consisting of the conversion of forty-seven (47) High Pressure Sodium safety lights at fourteen (14) signalized intersections to LED. This work is to be performed under the supervision of the Town of Paradise Traffic Signal Maintenance Contractor, Republic ITS. All installation inspection costs for this portion of work to be included in contractors bids.
Successful lowest responsible bidder will be required to prepare cost breakdowns by November 29th for: Equipment/Material Cost per unit and Non-Equipment Cost per unit.
The Town of Paradise will receive sealed bids for the above three individually bid public works project at the Office of the Town of Paradise, Town Clerk, 5555 Skyway, Paradise, CA 95969, until 2:00 PM, (PST), November 22, 2011, at which time they will be publicly opened and read aloud. The Town of Paradise maintains about 100 centerline miles of roadway, with about 80 miles of roadway striping (centerlines and lane/edge lines).
Since traffic (and winter snow plowing/ sanding activity) wears the paint away, the Town of Paradise’s Public Works Division in conjunction with Butte County Public Works Department plan to start centerline stripes and lane lines operations on the most heavily traveled roadways each year. Road striping must be done when the road surface is dry and the weather is relatively warm.
Work will begin the week of October 10, 2011 and continue through the beginning of November 2011 (weather permitting). Our goal this fall is to complete the re-striping of most of the major roads in the Town as well as some of the secondary road shown on the attached list.

The proposed ordinance provides, among other things, as follows:
1. Qualified patients or primary caregivers would be allowed to cultivate no more than 50 square feet of medical marijuana within a residential zoning district, in a rear or side yard with certain setbacks from adjacent properties.
2. Indoor cultivation by qualified patients or primary caregivers in a residential zoning district would be allowed only with a permit issued by the Planning Director based on specific criteria.
3. All marijuana cultivated on residential property would be for the personal use of the qualified patient residing on the property.
4. Cooperative/collective medical marijuana cultivation, processing and distribution facilities would be allowed only in the Industrial Services (IS) Zoning District with a permit issued by the Planning Director based on specific criteria and operating standards relating to such facilities. The hours of operation would be limited to 8:00 a.m. to 6:00 p.m. daily. The permit would be renewed annually and nontransferable.
5. The permit for a cooperative/collective would be subject to revocation after a hearing before the Planning Director, which could be appealed to the Town Manager.
