TOWN OF PARADISE PUBLIC
WORKS DEPARTMENT TO BEGIN ROADWAY STRIPING OPERATIONS
The
Town of Paradise maintains about 100 centerline miles of roadway, with about 80
miles of roadway striping (centerlines and lane/edge lines).
Since traffic (and winter snow plowing/ sanding activity) wears the paint away,
Town of Paradise Street Maintenance crews plan to repaint the centerline stripes
and lane lines on the most heavily traveled roadways each year. Road striping
must be done when the road surface is dry and the weather is relatively warm.
Work will begin on September 11th and continue until Mid October, 2008 (weather
permitting). Our goal this summer is to complete the re-striping of most of the
major roads in the Town as shown on the attached list. Motorists approaching a striping operation from behind will
have plenty of warning. First they will see "CAUTION - WET PAINT" and "DO NOT
PASS" signs. Next will be a "shadow" vehicle with flashing lights and "CAUTION –
WET PAINT” and “DO NOT PASS” signs. Finally the striper truck, which sprays the
paint stripes and glass beads onto the roadway, will have flashing amber lights.
Motorists should use caution when they encounter a road
striping operation. Do not drive across the wet paint stripes, and do not pass
the follow vehicle. Although the manufacturer claims the paint will dry in less
than 10 seconds under ideal conditions, your vehicle tires will likely track the
paint if crossed when it is still wet. This tracking will not only make the
finished striping job look sloppy, but the paint will likely damage your vehicle
paint job if not cleaned off quickly.
As always, please drive carefully and use caution when you see our crews out in
the roadway. They are working hard to provide the citizens of Paradise with
safe, well marked roadways to help you get to your destination safely.

August 6, 2008 Skyway/Wagstaff Traffic Signal Activation
Project History:
The initial Project Study Report (PSR) was completed for this project on
November 9, 2000. The CEQA review (California Environmental Quality Act) was
completed on April 9, 2002. On May 14, 2002, the design contract with Mark
Thomas and Company was approved by the Town Council. Part way through the design
of this project the state withdrew funding for all approved STIP projects due to
the ongoing State budget problems. This left this project without full funding.
To resolve this funding issue, Town Engineering Division staff submitted a
Congestion Mitigation Air Quality (CMAQ) grant to the Butte County Association
of Governments (BCAG). On May 23, 2004, the Town Council approved the Congestion
Mitigation Air Quality Grant application, to partially fund the right of way
acquisitions and to fund the construction of this project. As these were federal
funds, the Town was required to also conduct a NEPA Environmental Review
(National Environmental Protection Act). This separate and distinct
environmental review was formally approved by Caltrans and FHWA in May, 2006
(two full years to complete).
On June 13, 2006, the Town Council approved the purchase of 12 separate right of
way acquisitions, for a total purchase price of $303,000. This was in addition
to one previously acquired (hardship acquisition) that was acquired in 2005 for
$38,000.00, for a total right of way (land acquisition) cost of $341,000.
The design for the utility relocations begin in 2004, and their actual
relocation work began in January 2007. Utility work included in this project was
the replacement of the existing steel water main, which was in poor condition,
and would not withstand the stress of the roadway reconstruction. Also included
in the project was relocation of multiple joint utility poles, gas mains, and
AT&T conducts and duct runs, to accommodate the new roadway alignment and the
new storm drains and water lines.
The final plans and specifications were approved by the Town Council on August
14, 2007. Once approved, it was advertised and bid in accordance with State
requirements. Franklin Construction of Chico, CA, provided the lowest
responsible bid of $2,354,000.00. The construction contract was awarded to their
firm by the Paradise Town Council on September 25, 2007.
Project Details:
This traffic signal/road reconstruction project is the largest public works
contract ever awarded in the history of the Town of Paradise. This $2,354,000
project included 2,700 cubic yards of excavation, 71,600 square feet of
pulverized asphalt (all recycled and re-used as base material on this project),
5,600 tons of new aggregate base, over 3,000 tons of new asphalt concrete, over
6,000 square feet of concrete sidewalk, almost 2,000 linear feet of storm drain,
over 1,400 linear feet of new waterline, ranging in size from 8 inch to 24 inch
diameter.

TOWN OF PARADISE TO
ACTIVATE THE SKYWAY/WAGSTAFF
TRAFFIC SIGNAL WEDNESDAY, AUGUST 6, 2008 Franklin
Construction and their subcontractors are rapidly wrapping up the Traffic Signal
Project at the intersection of Skyway and Wagstaff Road. On Wednesday morning
August 6, 2008, the testing sequence will begin for the traffic signal
controller and components. Upon completion of all functional testing, the
traffic signal will be activated.
At 3:00 PM, an informal signal activation celebration will be attended by Town
Council and Town Staff.
We anticipate that there may be minor delays to traffic when the signals start
up in flashing red mode. Local businesses will be open, and access to all
businesses will be available. Motorists should be ready to stop if the lights
are flashing red or they are given a red signal by the traffic signal lights.
This project was funded by a Congestion Mitigation Air Quality (CMAQ) Grant, the
Town’s Gas Tax Fund, Transit Funds, Proposition 1-B Funds and Development Impact
Fees. The construction cost of this project was just over $2,354,000.00.
The Town of Paradise would like to thank motorists for their patience as we
completed the multiple phases of this critical safety project. We would also
like to thank the property owners and businesses in the area, for their
patience, flexibility, and willingness to work with us in solving the many
design challenges that this particular intersection presented.

The Town started after the Humboldt/Ophir fire to recruit for emergency
volunteers to provide valuable support during such community-wide emergencies as
major snow or wind storms or threatening fires. The response has been great.
We still need more folks to volunteer, so if you think you could help us during
a major emergency, please give us a call.
We especially need volunteers to help in these areas:

teams to help the Red Cross with evacuation shelters, to staff cooling centers &
evacuation/transportation assembly points.

FRANKLIN CONSTRUCTION TO BEGIN FINAL PHASE OF
THE SKYWAY/WAGSTAFF TRAFFIC SIGNALIZATION PROJECT ON MONDAY, July 21st, 2008
Franklin Construction will begin the final phase of the Skyway/Wagstaff Traffic
Signalization Project beginning Monday, July 21st, 2008. This phase will involve
the placement of Hot Mix Asphalt surfacing. After placement of the asphalt on
Monday and Tuesday, permanent striping will be installed to delineate the
traffic lanes. The traffic signal poles are in place and are awaiting the
electrical supply connection by PG&E.
Residents traveling Skyway are encouraged to use Clark and Pentz Roads as
alternate routes. The contractor will be providing traffic control and lane
closures during the placement of the asphalt surfacing and Wagstaff Road will
remain closed to through traffic between Oak Way and Skyway and Paragalia and
Skyway. Traffic should be prepared for delays of up to 20 minutes through the
work zone while this last critical component of this project is completed.
Local businesses will be open, and access to all businesses will be available.
The Town of Paradise also would like to encourage residents that travel these
roadways to carpool or to utilize public transit during this construction period
to minimize the number of vehicle trips. This reduction in vehicle trips will
help to significantly reduce the overall delays experienced by motorists.
In addition, motorists should drive carefully, and be on the lookout for traffic
control signs, flaggers and equipment. We also request that motorists obey all
instructions from the traffic control personnel they encounter, and that they
try to be patient with us during the completion of this critical safety project.

Skyway/Wagstaff Road Construction Road Closure Franklin Construction will begin the final phase of
the Skyway/Wagstaff Traffic Signal Project beginning Monday, July 7th.
This phase will involve demolition of the existing roadway surfacing, excavating
down to subgrade, and then rebuilding the roadway with a new stronger structural
section and asphalt paving. The contractor will be utilizing flag persons for
traffic control along Skyway and this area will be subject to delay as traffic
is flagged through the project area. There will be a full road closure of
Wagstaff Road from Oak Way to Skyway and from Paragalia Way to Skyway. The full
road closure on Wagstaff will be for the next three (3) weeks.
Residents traveling Skyway, Clark and
Pentz Roads above Wagstaff Road should be prepared for detours and delays of up
to 15 minutes while this last critical component of this project is completed.
The Town of Paradise also would like to encourage residents to carpool or to
utilize public transit to minimize the number of vehicle trips during this
reconstruction period.

2008-2009 ANNUAL ACTION PLAN FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
The Annual Action Plan is a budgeting/reporting tool that the Town Council uses
to appropriate Community Development Block Grant (CDBG) funds to eligible
program activities that promote decent housing, suitable living environments,
and economic opportunities to low and moderate income persons. Eligible
activities include: housing assistance programs; public improvement projects;
such as parks and infrastructure; land acquisition; business assistance programs
that promote economic development; and programs that support community
organizations that work directly with low and moderate-income residents. The
Town Council has approved funding in each of these categories since 1994, when
the Town received its first CDBG allocation. The Town will receive $219,750 from
the Department of Housing and Urban Development (HUD) for the 2008-2009 program
year.
The following is a proposed budget for the use of our 2008-2009 CDBG funds. As
this is a public process, comments, suggestions and public input is invited
during every step of the process. The public may attend one of the remaining
public hearings listed below to give feedback/suggestions, or may do so in

WORKS DEPARTMENT TO BEGIN OUR SPRING HERBICIDE APPLICATION
The
Town of Paradise Public Works Department will begin our spring herbicide
application during the week of March 17, 2008 (weather permitting). This
herbicide application is intended to keep the road edges and ditches free of
noxious weeds, and will help reduce the fire danger this summer. We will be
using Razor Pro herbicide, and spraying critical road shoulders and selected
areas along the Memorial Trailway and drainage ditches. Spraying operations will
be conducted over the next several weeks, as weather permits. Crews will be
starting at 1:00 AM each day (to avoid traffic and wind that may pick up later
in the day).
Most treated areas will have a four to five foot wide band of herbicide applied
(from the edge of pavement outward). This treatment reduces the amount of weeds
and vegetation alongside the roadway edges and will greatly reduce the chance of
carelessly thrown cigarettes causing a wildland fire later this summer. In
addition, control of noxious weeds during this stage of development will improve
the roadside drainage and minimize additional maintenance by Town staff.
Detailed maps showing the areas to be treated are available at the Public Works
Department at Paradise Town Hall, or online at www.townofparadise.com, click on
Public Works, then Street Maintenance, and then the Vegetation control links.
Trained and licensed operators will do all spraying in strict conformance with
the Butte County Agricultural Commissioner requirements and the manufacturer’s
recommendations. Anyone interested in either the product label or the Material
Data Safety Sheets for this product are invited to view both at Town Hall.
If residents would prefer to not have the area in front of their property
sprayed, please contact the Public Works Department to arrange for a “no-spray”
agreement. We always try very hard to not spray ornamental flowers and shrubs
planted in the right of way. However, since most of our spraying is done at
night, occasionally ornamentals will not be visible to the operators. Residents
should use white flags to mark areas not to be sprayed (flags are available at
Town Hall).
We do not anticipate any traffic delays. Spraying operations will be performed
with a Town of Paradise pickup and a 300-gallon pull spray tank. If motorists
encounter the spraying operations, please stay back a reasonable distance. The
operators will pull off the roadway and allow the motorists to pass at the first
convenient location.

Plan for Smoke Reduction from Residential Wood Burning
Many areas in Butte County have high levels of
smoke during cold weather due to residential wood burning devices such as wood
stoves and fireplaces. Butte County currently exceeds the state air standards
for particulate matter and Chico exceeds the federal fine particulate matter
standard. Wood smoke contributes significantly to this problem. In response, the
Butte County Air Quality Management District has been reviewing possible
solutions and seeks public feedback and ideas. Click here for more
