TOWN OF PARADISE LAUNCHES NEW BUILDING CODE COMPLAINT PROCESS

PARADISE, Calif. — The Town of Paradise has launched the Building Code Complaint and Corrective Action Plan (CAP) Feedback Form, giving residents a formal, structured pathway to submit Building Code complaints against contractors and share feedback about Building Division operations as part of the Town's ongoing CAP implementation.

The form is the direct result of a newly adopted ordinance which establishes a formal Building Code Complaint process and marks a significant milestone in the Town's accountability efforts following an independent audit of the Building Division initiated in 2025. That audit, prompted by community concerns about permitting consistency and inspection reliability during the post-Camp Fire rebuilding period, identified opportunities to strengthen procedures and internal controls. The Building Code Complaint and CAP Feedback Form is the community-facing centerpiece of the Town's response.

The form serves two purposes. Property owners who believe a contractor or builder failed to meet Building Code requirements can submit a formal complaint, which is screened for eligibility and referred to an independent, third-party reviewer retained by the Town. That reviewer conducts an objective review, may perform an on-site inspection, and issues a written determination to both parties. Contractors found to have violated the Building Code receive a Strike. Under the ordinance's Two-Strike Rule, a contractor with two or more active Strikes will have all new permit applications denied and all permits in issued status suspended until the underlying violations are corrected. Separately, any stakeholder — homeowners, contractors, design professionals, or community members — may also use the form to share general observations or feedback about Building Division operations and CAP implementation.

"Our residents have worked incredibly hard to rebuild their lives, and they deserve contractors who stand behind their work. We've heard too many stories of homeowners raising legitimate concerns only to get no response — and that's something the Town Council felt we needed to address,” said Mayor Steve Crowder. “This new process gives residents a real avenue for resolution and gives contractors who want to keep working in Paradise a clear incentive to be responsive. I'm proud of what we've put in place, and I encourage anyone with a concern to use it."
