Town of Paradise Council Approves Corrective Action Plan in Response to Independent Audit of Building Division

Paradise, CA— The Paradise Town Council has approved a comprehensive Corrective Action Plan (CAP) to address the findings of the Independent Audit of the Town’s Building Division, marking an important step toward strengthening accountability, transparency, and public trust in the permitting and inspection process.
In November 2025, the Town released the results of an independent audit focused on permitting and inspection practices during the post–Camp Fire rebuilding period. While the audit did not identify illegal wrongdoing, it identified deficiencies related to training, oversight, documentation, permit intake procedures, and inspection consistency, and recommended a series of organizational and operational improvements.
“The Independent Audit provided an opportunity to reflect upon ways we can do better in serving our community.” Interim Town Manager Mike O’Brien said. “That is a job we take seriously, and the CAP marks the beginning of that process.”
Given the heightened public attention surrounding the audit—and the critical role the Building Division plays in life safety, housing recovery, and community confidence—Town staff developed the Building Division Audit Corrective Action Plan to provide a structured, transparent, and accountable response to the audit findings.
“The approval of this Corrective Action Plan demonstrates the Town’s commitment to learning from the audit, addressing identified gaps, and continuing to improve how we serve the community,” Mayor Steve Crowder said. “This plan is about restoring confidence, strengthening internal systems, and ensuring consistent, high-quality service moving forward.”
Implementation will begin immediately, with regular progress updates provided to the Town Council and the public.
Members of the community are encouraged to review the CAP and participate in the newly established process for submitting concerns or issues related to Building Division operations.
