Paradise Town Council Selects Jennifer Macarthy as New Town Manager

Paradise, CA: The Town of Paradise is pleased to announce the selection of Jennifer Macarthy as the new Town Manager. The Paradise Town Council will take formal action to approve her contract at the May 2026 Council meeting. Ms. Macarthy will begin her role with the Town on May 18.
Ms. Macarthy brings more than 25 years of progressive leadership experience in local government, with a strong background in city and county administration, economic development, and post-disaster recovery. She has built a reputation for advising elected officials, leading complex organizations, and delivering strategic, community-focused results.
Most recently, Ms. Macarthy has served as Interim Executive Director for the North Far North Regional Consortium, where she has overseen multi-county workforce and education initiatives, managed large-scale grants, and collaborated with regional partners to expand economic opportunity. Prior to that, she served as Deputy City Manager for the City of Chico, where she played a key role in advancing strategic initiatives, improving development processes, coordinating American Rescue Plan Act funding, and leading economic development collaborations.
Ms. Macarthy also previously served as Deputy Administrative Officer for Butte County, where she helped lead economic recovery efforts following the 2018 Camp Fire and coordinated the development of a regional economic development strategy.

Mayor Steve Crowder expressed strong support for the appointment, stating, “Jennifer Macarthy’s deep experience in local government, combined with her proven leadership in economic development and disaster recovery, makes her exceptionally well-suited to lead Paradise at this important stage in our rebuilding. Her collaborative approach and regional perspective will be invaluable as we continue to move our community forward.”
