Public Access to Ethics and Fiscal Training Records
California Senate Bill 827 requires local agencies with a public website to provide clear instructions and contact information explaining how the public may request copies of ethics and fiscal/financial training records for covered officials. The Town of Paradise is committed to transparency and compliance with state law. Members of the public may request training records using the process below. Members of the public may request the following records:
- Fiscal and financial training records (SB 827) – Officials who began serving on or after January 1, 2026, must complete their initial training within six months of appointment. Officials who were already serving with a local agency before January 1, 2026, must complete the training by January 1, 2028.
- Ethics training records (AB 1234) – Required every two years for covered officials.
How to Request Training Records
In an effort to make the records request process easier for the public, and to improve transparency and efficiency, The Town of Paradise has an open public records portal at townofparadiseca.nextrequest.com

- A brief description of the records you are requesting (e.g., “fiscal training records for department heads,” etc.)
Response Time
The Town will respond to your request in accordance with the California Public Records Act, which governs timelines and disclosure requirements. SB 827 requires local agencies to maintain ethics and fiscal training records and make them available to the public upon request. The Town will provide responsive records as promptly as possible.
