For Immediate Release: Fatal Hit-and Run Arrest

                                       UPDATE - IN CUSTODY
As a result of information provided by members of the public and the continued hard work and dedication of our Patrol Staff and Detective Archuleta, we were able to identify and locate the suspect. The suspect was identified as 38 year old, Ricci Lee Kempton of Paradise. Kempton was arrested on 12/31/2025 and booked into the Butte County Jail. Kempton’s bail was $100,000.

On 10/04/2025 at approximately 1946 hours, the Paradise Police Department responded to a report of a pedestrian that had been hit by a car at Clark Road and Pearson Road.
 

Upon arrival, emergency personnel located the victim, and rendered aid. The victim was transported to a local hospital where he was pronounced deceased. The victim was identified as 34-year-old, Troy Upton of Paradise.

The vehicle involved fled prior to law enforcement's arrival and has not yet been located. During the investigation, Officers were able to determine that the collision occurred between 1940 hours, and 1946 hours.

The Paradise Police Department is seeking assistance from the public in this active investigation. Anyone who may have witnessed the incident, or has relevant information is urged to contact the department immediately.
