On November 8, 2018, the Town of Paradise experienced the most destructive wildfire in California history. The Camp Fire claimed 85 lives, destroyed over 90% of the town’s structures, and fundamentally changed the fabric of the community. In the aftermath of unimaginable loss, residents, leaders, and partner agencies came together with a shared commitment: not just to rebuild—but to rebuild stronger, smarter, and more resiliently.

In 2020, the Town adopted the Community Long-Term Recovery Plan (LTRP), developed in partnership with residents and stakeholders to guide recovery efforts over the coming decades. The plan identifies critical priorities in infrastructure, housing, economic development, public safety, and environmental restoration. It serves as a roadmap for transforming tragedy into opportunity—grounded in community values and focused on long-term resilience.

Building on this foundation, the Transportation Master Plan, adopted in 2022, addresses the urgent need for safe, modern, and fire-adapted mobility. Developed with community input and fire modeling data, the plan outlines improvements to evacuation routes, road conditions, bike and pedestrian infrastructure, and overall connectivity. These investments are essential to ensuring that residents can move safely during emergencies and thrive in daily life.

To turn these bold plans into reality, the Town of Paradise has successfully secured significant funding from multiple state and federal sources. Through the FEMA Public Assistance and FHWA Emergency Relief programs, the Town is repairing and rebuilding critical infrastructure damaged or destroyed by the Camp Fire, including roadways, culverts, and evacuation corridors. These programs provide vital support to ensure that core facilities are not just restored, but modernized to meet future challenges.

In addition, competitive grant awards from the State Active Transportation Program (ATP) and federal Community Development Block Grant – Disaster Recovery (CDBG-DR) funding are enabling the Town to invest in safer pedestrian pathways, accessible routes, and new transportation options. These resources—combined with local planning and leadership—are making it possible to deliver on the community’s vision for a resilient, connected, and thriving Paradise. The Paradise Town Council has adopted a CDBG-DR Action Plan with subsequent amendments which provides additional context on how secured funding is planned to be used.
